One of my friends used to pay for 2 links from PR 7 page about $140 per month… and expected for PR improovement after next rotation.. but it gave no result as a web pages where from he got links were not considered by google as somehow they knew that these links are being sold. Thats the story.

I would advise to stay away from so called “black SEO” as it brings more harm then use. You may raise for one day and be banned for the rest of your life. Ok, enough about sad :-)
After you are done with texts and meta-tags submit your site to search engines. This will make them to start indexing your pages faster.
